MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD
IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER, THURSDAY,
OCTOBER 26, 1995
CALL TO ORDER: The Special Meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor Ted
Sherwood at 6:31 p.m. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Thursday,
October 26, 1995
ROLL CALL: Roll call indicated the following aldermen present:
Beauvais, Christiansen, Elstner, Higgason, Sarlo,
Chiropolos, Arredia. Alderman Curley arrived at 6:44
p.m.
Also present were: City Manager Douthwaite, City Engineer Oakley and
Economic Development Director Klaus

Mayor Sherwood declared that the City Council was now
resolved into a Committee of the Whole.
Engineering Committee - Alderman Chiropolos, Chair
Discussion was held regarding the providing of parking
spaces for shoppers and commuters in the downtown area
if the Ellinwood Parking Lot is constructed and the
Behrel Parking Deck is demolished, along with what
funding should be used for the projects. Alderman
Arredia requested that the record show that the City
Council addressed the Chamber of Commerce concerns
regarding parking for the Des Plaines merchants in their
letter dated October 26, 1995 and the Council has
determined there should be no parking problems.
Mr. Jack Flynn, 1271 Fargo Avenue, addressed the City
Council stating his objection to the use of bond monies
and not Tax Increment Financing (TIF) funds. Since these
projects are in a TIF area, TIF funds should be used
rather than bond monies.
Motion was made by Alderman Curley that monies used for
the construction of the Ellinwood Street Temporary
Parking Lot and the demolition of the Behrel Deck be
taken from TIF funding. Motion died for lack of second.
Moved by Chiropolos, seconded by Sarlo, to concur with
staff recommendation and recommend to the City Council
to award bid for Ellinwood Street Temporary Parking Lot
to the lowest bidder J. A. Johnson Paving Company, 1025
E. Addison Court, Arlington Hts., Illinois 60005, in the
amount of $175,256/1993 General Obligation Bonds. Motion
declared carried. Alderman Curley voted no.
Moved by Chiropolos, seconded by Sarlo, to concur with
staff recommendation and recommend to the City Council
to amend Section 10 -5 -17, Section 1 of the City Code
"PARKING PROHIBITED IN DESIGNATED PLACES" to delete
Pearson Street, Prairie Avenue north to alley, west side
of street (action necessary in order to provide five (5)
on- street parking spaces along the west side of Pearson
Street between Ellinwood Street and Prairie Avenue to
fulfill parking space obligation from the Behrel Deck due
to the demolition of the Behrel Deck and construction of
the temporary parking lot); amend Ordinance T -10 -95 to
include a Sunset Clause indicating that when a permanent
parking structure is completed, said five (5) parking
spaces will be eliminated; and further recommend to place
Ordinance T -10 -95 (AS AMENDED) on First Reading at
appropriate time this evening. Motion declared carried.

Mayor Ted Sherwood assumed the chair and declared the
City Council back in session.
Moved by Chiropolos, seconded by Sarlo, to concur with
recommendation of Committee of the Whole and award bid
for the Ellinwood Street Temporary Parking Lot to the
lowest bidder J. A. Johnson Paving Company, 1025 E.
Addison Court, Arlington Hts., Illinois 60005, in the
amount of $175,256/1993 General Obligation Bonds. Upon
roll call the vote was:
AYES: 7- Beauvais, Christiansen, Elstner, Higgason,
Sarlo, Chiropolos, Arredia
NAYS: 1- Curley
ABSENT: 0 -None
Motion declared carried.

recommendation of Committee of the Whole to amend Section

Second Reading and adopt Ordinance T-10-95 (AS AMENDED),
AN ORDINANCE AMENDING SCHEDULE I, SECTION 10 -5 -17,
"PARKING PROHIBITED IN DESIGNATED PLACES ", OF THE CITY
CODE OF DES PLAINES, TO DELETE THEREFROM "PEARSON STREET,
PRAIRIE AVENUE NORTH TO ALLEY, WEST SIDE OF STREET."
Upon roll call the vote was:
AYES: 8- Beauvais, Christiansen, Elstner, Higgason,
Curley, Sarlo, Chiropolos, Arredia
NAYS: 0 -None
ABSENT: 0 -None
Motion declared carried.
Moved by Sarlo, seconded by Elstner, that the Special
Meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 7:13 p.m.
