ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, MAY 2, 1988
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:05 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, May 2, 1988.
Roll Ca11 indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter,
Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo,
Chiropolos, Addante, Hervas, Haupt.
Also present were: City Treasurer Fredricks, Assistant Comptroller Placko
Commissioner of Public Works Matula, Fire Chief Clark, Police Chief
Kozenczak, Municipal Development Director Pagones, Acting City Engineer
Kaszuba, Human Resources and Services Director Donahue, and City Attorney
Smith.
The opening prayer was given by Father Paul Rosemeyer,
St. Mary's Catholic Church, followed by the Pledge of
Allegiance to the Flag.
Moved by Bonk, seconded by Sarlo, to approve Minutes of
the regular meeting of the City Council held April 18,
1988, as published. Motion declared carried.
BILLS PAYABLE: Moved by Schneck, seconded by Muehlenbeck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR.. AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR

EDC: Economic Development Commission be allocated an addi-
tional $47,000 for the purchase of a computer and an
administrative assistant who will report to the
Director of the Municipal Development Department but
work for the Economic Development Commission and the
Municipal Development Department as needed. Upon roll
call, the vote was:

O'TOOLE- Moved by Gebert, seconded by Addante, to adopt the
TEKLICS SUB- recommendation of the Municipal Development Committee to
DIVISION concur with the Des Plaines Plan Commission to approve
2244 SPRUCEWOOD: plat of O'Toole - Teklics Subdivision, 2244 Sprucewood
Avenue, and Mayor and City Clerk be authorized to
execute same. Motion declared carried.
Moved by Gebert, seconded by Addante, to adopt the
recommendation of the Municipal Development Committee to
concur with the Des Plaines Zoning Board of Appeals re
Case 88 -15 -R to grant request to rezone from R -2 Single
Family Residence to M -2 Manufacturing District property
located at 501 S. Wolf Road, and City Attorney be
authorized to draft necessary ordinance. Motion
declared carried.
ZONING CASE Moved by Gebert, seconded by Addante, to adopt the
88 -16 -R recommendation of the Municipal Development Committee to
1974 Miner St.: concur with the Des Plaines Zoning Board of Appeals re
Case 88 -16 -R to grant request to rezone from C -2
Commercial District to R -4 Multi- Family District property
located at 1974 Miner Street, and City Attorney be
authorized to draft necessary ordinance.
Moved by Childers, seconded by Muehlenbeck, that this
matter be deferred.
ELDERLY Moved by Gebert, seconded by Addante, to adopt the
HOUSING: recommendation of the Municipal Development Committee
that Resolution R -9 -88, a resolution supporting Lifelink's
application to the U.S. Department of Housing and Urban
Development (HUD) for a 60 -unit elderly apartment build-
ing, be adopted at appropriate time this evening, and
Mayor and City Clerk be authorized to execute the option
agreement for the .66 acres at the southwest corner of
River Road and Perry Street. The price for the property
will be the average of the two updated appraisals, but in
no case shall the price be less than $237,000. Upon roll
call, the vote was:

WATER TANK recommendation of the Engineering Committee that the City
PROPERTY lease the property for the Golf Road Water Tank at the
AGREEMENT: Market Place Shopping Center, Golf Road and Route 83, for
ten years and then the City would buy it for $95,000.
The lease amount would be $8,000 per year, and City
Attorney be authorized to draft a lease with the help of
a real estate firm specializing in lease contracts. Upon
roll call, the vote was:

proposal from Gewalt- Hamilton Associates, Inc., 3100
Dundee Road, Northbrook, IL 60062, for professional
design and construction services to analyze and modify
five lift stations in an amount not to exceed $8,350 for
Divisions I and II and an amount not to exceed $3,000 for
Division III, and Mayor and City Clerk be authorized to
sign proposal once the City Attorney has reviewed the
proposal, specifically Attachment A. Upon roll call, the

202 W. Front Street, Wheaton, IL 60187, to prepare plans
and specifications for ICAP study in the amount of
$30,000, and Mayor be authorized to sign agreement with
City Clerk's attestment. Upon roll call, the vote was:
