MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, AUGUST 3, 1987 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:04 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, August 3, 1987. ROLL CALL: Also present were: City Treasurer Fredricks, City Comptroller Peters, Public Works Administrative Assistant Tozzo, Fire Chief Clark, Deputy Police Chief Kuta, City Engineer Shrake, Human Resources and Services Department Director Donahue, Municipal Development Department Acting Director McKoveck, Administrative Officer Wildenberg, Acting Corporate Attorney Bayer. PRAYER AND PLEDGE: APPROVAL OF EMERGENCY REPAIRS TO AIR CONDITION.: SCHRAUTEMYER SUBDIVISION, 2230 DOUGLAS: SINGLE BID RECEIVED FOR REROOFING MUNICIPAL BUILDINGS: MINUTES: Roll Call indicated the following Aldermen present: Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt. Alderman Muehlenbeck was absent. The opening prayer was given by Reverend David Laaser, followed by the Pledge of Allegiance to the Flag. BILLS PAYABLE: Moved by Schneck, seconded by Gebert, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $841,542.53. Upon roll call, the vote was: AYES: 15- Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt NAYS: 0 -None ABSENT: 1- Muehlenbeck Motion declared carried. Moved by Schneck, seconded by Hervas, to adopt the recommendation of the Finance Committee to approve Purchase Order #48902 and #48903 in the total amount of $4,861.30 to Sid Harvey Midwest, 641 N. Main Street, Lombard, IL 60148, for emergency repairs to the City's air conditioning system. Upon roll call, the vote was: AYES: 15- Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt NAYS: 0 -None ABSENT: 1- Muehlenbeck Motion declared carried. Moved by Gebert, seconded by Addante, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Plan Commission to approve Schrautemyer Subdivision, 2230 Douglas Avenue (Raymond Schrautemyer), and Mayor and City Clerk be authorized to execute plat of subdivision. Motion declared carried. Moved by Bonk, seconded by Childers, to adopt the recommendation of the Public Works Committee that the City Clerk be authorized to open single bid received (bid opening was Tuesday, July 21, 1987) for reroofing of municipal buildings. Motion declared carried. Moved by Chiropolos, seconded by Childers, that the 014 bid from Mader Roofing Company, 326 Lake Street, OAK Park, IL 60303, be referred to the Public Works Committe( for review. SALE OF PUBLIC Moved by Bonk, seconded by Childers, to adopt the WORKS VAN TO recommendation of the Public Works Committee that Mayor E.S.D.A.: and City Clerk be authorized to sign agreement to sell 1980 Chevrolet Hi -Cube Van, Model G30, Equipment #431, from Public Works Department for the amount of $10.00 to the Des Plaines Emergency Services and Disaster Agency (E.S.D.A.). Upon roll call, the vote was: AYES: 15- Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt NAYS: 0 -None ABSENT: 1- Muehlenbeck n, Motion declared carried. � P rr RELOCATION OF Moved by Bonk, seconded by Childers, to adopt the BUS SHELTER: recommendation of the Public Works Committee to grant request from NORTRAN for permission to relocate their bus shelter on the southeast corner of Pearson and Ellinwood Streets adjacent to Kinder Hardware Store to a location on Ellinwood Street just weesdat of the Behrel Parking Deck exit at the expense of NORTRAN and overseen by the Public Works Department, and should there be excessive complaints from the commuters NORTRAN will relocate this bus shelter at the direction of the Public Works Department. Motion declared carried. SENIOR CENTER Moved by Bonk, seconded by Childers, to adopt the LEASE /WEST recommendation of the Public Works Committee that the SCHOOL: City enter into a month -to -month lease with the Des Plaines Community Senior Center at West School similar to the lease the City has with Cablenet, and be effective until a final decision is made on West School by the City Council, and City Attorney be authorized to prepared necessary document. Upon roll call, the vote was: AYES: 15- Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt NAYS: 0 -None ABSENT: 1- Muehlenbeck Motion declared carried. PURCHASE OF Moved by Bonk, seconded by Childers, to adopt the PARKING recommendation of the Public Works Committee to accept ENFORCEMENT proposal from Ridge Motors, Inc., 1533 Des Plaines Ave., VEHICLE: Des Plaines, IL, for 1987 Pontiac SunBird Coupe in the amount of $9,239, budgeted funds; a replacement vehicle for Parking Enforcement personnel. BUREAU: CAR WASH AGREEMENT: PURCHASE OF GYM SET FOR FIRE DEPT.: PAGE THREE Council reconvened at 9:25 P.M. 8/3/87 230, Moved by Hardiman, seconded by Healy, to adopt the recommendation of the Public Safety Committee to approve Purchase Order #49827 to Motorola Communications & Electronics, Inc., 1000 Mittel Drive, Wood Dale, IL 60191, for five (5) HT -600 "Handie Talkie" portable radios with accessories at a cost of $815.65 each for a total of $4,078.25, for the Fire Prevention Bureau. Upon roll call, the vote was: AYES: 15- Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt NAYS: 0 -None ABSENT: 1- Muehlenbeck Motion declared carried. Moved by Hardiman, seconded by Healy, to adopt the recommendation of the Public Safety Committee that the Mayor be authorized to execute Letter of Agreement with Busse Car Wash, 113 E. Prospect Avenue, Mt. Prospect, IL 60056, to provide complete interior and exterior car wash service for designated municipal vehicles at a cost of $3.75 per wash with provision that agreement may be terminated upon 30 -day written notice by either part (previously approved for $3.50 per wash on July 6, 1987). Moved by Hervas, seconded by Childers, that those elected officials wishing to attend the 74th Annual Illinois Municipal League Conference, October 16 -19, 1987, pay their own and spouse's registration fee with reimbursement by the City after the event.
