05/18/1987194, MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, Monday, May 18, 1987. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:07 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, May 18, 1987. ROLL CALL: Also present were: City Treasurer Fredricks, City Comptroller Peters, Administrative Officer Wildenberg, Fire Chief Clark, Deputy Police Chief Kuta, Commissioner of Public Works Matula, Municipal Development Acting Director McKoveck, City Engineer Shrake, Human Resources and Services Department Director Donahue, and City Attorney Smith. PRAYER AND PLEDGE: CALL TO ORDER: Roll Call indicated the following Aldermen present: Muehlenbeck, Childers, Christiansen, Bonk, Healy, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Haupt. Prayer was given by Dr. Keith Davis, Lecturer in English at the University of Illinois in Chicago, followed by the Pledge of Allegiance to the Flag. PRESENTATIONS: President of Sister Cities Association of Des Plaines, Martha Atherton, gave a presentation regarding the forthcoming visit of a delegation from Cremona, Italy which will include the mayor and president of the province to commemorate the 250th anniversary of the death of Antonio Stradivarius, and events that are being planned including the appearance of the Haag - Leviton Children's Academy of Music at Orchestra Hall on June 6th. One of the students from the Children's Academy of Music of Mt. Prospect played a violin solo. Mr. Jack Branding, President of the Des Plaines Historical Society presented to Mayor Seitz a framed four - colored poster, "Fleeting Images" by Nancy Fortunato from museum's second annual Artist in Residence Program. Mayor Seitz acknowledged the gift and expressed his appreciation for this program. RECESS: Mayor Seitz called for a recess at 8:22 P.M. to conduct the Public Hearing. MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, Monday, May 18, 1987. The Public Hearing was held pursuant to legal notice of changes to the City of Des Plaines, Illinois Tax Increment Redevelopment Plan and Project. When the State of Illinois acquired property for the widen- ing of Northwest Highway, the permanent index number was never removed. The parcel ran from Jefferson Street to Graceland Avenue; in establishing the boundaries of the Tax Increment Finance District, one of the boundary lines bisected the parcel. The Public Hearing was called to order by Mayor John Seitz at 8:22 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center. Mayor Seitz asked if there was any public input; there being none, the Public Hearing was adjourned at 8:28 P.M. City Council reconvened at 8:28 P.M. Alderman Chiropolos requested that City Council adopt a resolution at the next Council meeting supporting Senate Bill 374 introduced by Senator Kustra having to do with the Illinois Clean Indoor Act. Alderman Kissiinger's request re traffic conditions on Greenview Avenue during the Little League season at West Park, was referred to the Engineering Committee. Alderman Gebert's request regarding two aldermen having the authority to postpone or? jdeny , anCotuncil issue, was referred to the License and- Judicial Committee.
