CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, Monday, May 18, 1987.
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor John E. Seitz at 8:07 P.M. in the Eleanor
Rohrbach Memorial Council Chambers, Des Plaines Civic
Center on Monday, May 18, 1987.
ROLL CALL:
Also present were: City Treasurer Fredricks, City Comptroller Peters,
Administrative Officer Wildenberg, Fire Chief Clark, Deputy Police
Chief Kuta, Commissioner of Public Works Matula, Municipal Development
Acting Director McKoveck, City Engineer Shrake, Human Resources and
Services Department Director Donahue, and City Attorney Smith.

CALL TO ORDER:
Roll Call indicated the following Aldermen present:
Muehlenbeck, Childers, Christiansen, Bonk, Healy,
Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert,
Sarlo, Chiropolos, Addante, Hervas, Haupt.
Prayer was given by Dr. Keith Davis, Lecturer in
English at the University of Illinois in Chicago,
followed by the Pledge of Allegiance to the Flag.
PRESENTATIONS: President of Sister Cities Association of Des Plaines,
Martha Atherton, gave a presentation regarding the
forthcoming visit of a delegation from Cremona, Italy
which will include the mayor and president of the
province to commemorate the 250th anniversary of the
death of Antonio Stradivarius, and events that are
being planned including the appearance of the Haag -
Leviton Children's Academy of Music at Orchestra Hall
on June 6th. One of the students from the Children's
Academy of Music of Mt. Prospect played a violin solo.
Mr. Jack Branding, President of the Des Plaines
Historical Society presented to Mayor Seitz a framed
four - colored poster, "Fleeting Images" by Nancy
Fortunato from museum's second annual Artist in
Residence Program. Mayor Seitz acknowledged the
gift and expressed his appreciation for this program.
RECESS: Mayor Seitz called for a recess at 8:22 P.M. to
conduct the Public Hearing.
MINUTES OF THE PUBLIC HEARING HELD
IN THE ELEANOR ROHRBACH MEMORIAL
COUNCIL CHAMBERS, DES PLAINES CIVIC
CENTER, Monday, May 18, 1987.
The Public Hearing was held pursuant to legal notice
of changes to the City of Des Plaines, Illinois
Tax Increment Redevelopment Plan and Project. When
the State of Illinois acquired property for the widen-
ing of Northwest Highway, the permanent index number
was never removed. The parcel ran from Jefferson
Street to Graceland Avenue; in establishing the
boundaries of the Tax Increment Finance District,
one of the boundary lines bisected the parcel.
The Public Hearing was called to order by Mayor John
Seitz at 8:22 P.M. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center.
Mayor Seitz asked if there was any public input;
there being none, the Public Hearing was adjourned
at 8:28 P.M.

minutes of the City Council held May 4, 1987, as

recommendation of Finance Department to approve
Check #052810 in the amount of $11,428. to Central
Telephone Company, 2004 Miner Street, Des Plaines,
Illinois for telephone maintenance, waiving bid
procedures.

Comfort Systems, P.O. Box 1007, Oak Park, Illinois,
for installation and customizing of two space heaters
that were damaged by the fire in the Civic Center,
which includes emergency purchase.

Resolution R -10 -87 authorizing the City's support
of Lifelink's application to HUD for financing of
a subsidized housing project for the elderly; authorizing
the Mayor and City Clerk to execute the Exclusive Option
Agreement authorizing the sale of real estate commonly
known as the southwest corner of River Road and Perry
Street.

recommendation of the Engineering Department to award
the contract for the 1987 Sidewalk Replacement Program,
MFT Section #87- 00000 -00 GM, to Schroeder and Schroeder,
1421 Thayer Lane, Mt. Prospect, Illinois in the amount
of $82,996.50.
Also to amend Engineering Committee recommendation of
March 16, 1987 re Algonquin Road improvements in the
amount of $49,500., that City Clerk be authorized
to execute the Resolution MFT Section #86- 00143 -01 WR
and that bid bonds and /or checks be returned to
unsuccessful bidders::.

Aldermen Chiropolos' request for an evaluation of
membership in commissions in instances where they
have served terms of significant length, was referred
to the License and Judicial Committee.
Alderman Chiropolos requested that City Council adopt
a resolution at the next Council meeting supporting
Senate Bill 374 introduced by Senator Kustra having
to do with the Illinois Clean Indoor Act.
Alderman Kissiinger's request re traffic conditions
on Greenview Avenue during the Little League season at
West Park, was referred to the Engineering Committee.
Alderman Gebert's request regarding two aldermen having
the authority to postpone or? jdeny , anCotuncil issue, was
referred to the License and- Judicial Committee.
Moved by Bonk, seconded by Healy, to appoint Alderman
Daniel Kisslinger as Mayor Pro Tem during the absence
of Mayor Seitz from May 26 - June 4, 1987.
