CITY COUN OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, MONDAY, APRIL 20, 1987
The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:07 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines, Civic Center
on Monday, April 20, 1987.
The opening prayer was given by Pastor Patrick Cecil,
St. Zachary Church, followed by the Pledge of AllegiancE
to the Flag.
PRESENTATIONS: Mayor Seitz presented plaques to the outgoing aldermen:
Herbert H. Volberding, Sr., Robert L. Martin and Judith
Zanca. A plaque will be presented to Thomas J. Koplos,
who was not present at the meeting, at a later time.
RECESS: Mayor Seitz called for a recess at 8:15 P.M.
Council reconvened at 8:17 P.M.
Judge Leonard Grazian administered the Oath of Office tc
the following elected aldermen:
Mary C. Childers - 1st Ward
Thomas J. Christiansen - 2nd Ward
James D. Healy - 3rd Ward
William Schneck - 4th Ward
Joseph Hardiman - 5th Ward
Bruce Gebert - 6th Ward
Vincent Addante - 7th Ward
Charles E. Hervas, - 8th Ward
Carl P. Haupt - 8th Ward
Roll Call indicated the following Aldermen present;
Muehlenbeck, Childers, Christiansen, Bonk, Healy,
Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert,
Sarlo, Chiropolos, Addante, Hervas, Haupt.
Also present were: City Comptroller Peters, Commissioner of Public Works
Matula, Fire Chief Clark, Deputy Police Chief Kuta, City Engineer Shrake,
Municipal Development Department Acting Director McKoveck, Human Resource:
and Services Department Director Donahue, Administrative Officer
Wildenberg, and Corporate Attorney Lucansky.
Moved by Muehlenbeck, seconded by Schneck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $1,076,726.11. Upon roll call, the vote
was:
AYES: 16- Muehlenbeck, Childers, Christiansen, Bonk,
Healy, Wetter, Schneck, Kisslinger, Adams,
Hardiman, Gebert, Sarlo, Chiropolos, Addante,
Hervas, Haupt
NAYS: 0 -None
ABSENT: 0 -None
Motion declared carried.
Moved by Kisslinger, seconded by Schneck, to suspend
the rules and take up matters deferred by the previous
Council at the last meeting. Motion declared carried.

SENIOR CITIZEN Upon roll call on the motion deferred at the last City
HOUSING: Council meeting to adopt the recommendation of the
Municipal Development Committee that City would support
application for elderly housing by Lifelink Corporation,
331 S. York Road, Bensenville, IL 60106, to HUD and if
Deferred Item approved by HUD by September, 1987, City will sell the
Thacker Street Water Treatment Plant to Lifelink for a
mutually agreed market value price subject to approval
by the Plan Commission, Zoning Board of Appeals and the
City Council; and City immediately petition Zoning
Board of Appeals to prepare text amendment to make this
type of elderly housing a Special Use in R -2 district,
the vote was:
AYES: 0 -None
NAYS: 16- Muehlenbeck, Childers, Christiansen, Bonk,
Healy, Wetter, Schneck, Kisslinger, Adams,
Hardiman, Gebert, Sarlo, Chiropolos, Addante,
Hervas, Haupt
ABSENT: 0 -None
Motion declared lost.

Deferred Item
Motion to table this matter made by Alderman Sarlo,
failed for lack of a second.
Upon roll call on the motion deferred at the last City
Council meeting to adopt the recommendation of the
Public Safety Committee to accept proposal from "Z"
Frank Chevrolet, 6116 N. Western Ave., Chicago, IL
60659, for one (1) 1987 Chevrolet Van at a cost of
$12,420.06, and two (2) 1987 Chevrolet Celebrity cars
at acost of $10,565.21 each; for a total of $33,550.48,
and usual bid procedures be waived, the vote was:
AYES: 16- Muehlenbeck, Childers, Christiansen, Bonk,
Healy, Wetter, Schneck, Kisslinger, Adams,
Hardiman, Gebert, Sarlo, Chiropolos, Addante,
Hervas, Haupt

PUBLIC MEETING: Alderman Muehlenbeck, advised the Council that he and
(Senior Citizen Alderman Childers would host a public meeting on
Housing Site) Monday, April 27, 1987 at 7:30 P.M. in Room 102 of City
Hall to discuss the possible location of a senior
citizen housing site in the First Ward.
ORDINANCE Held on First Reading was Ordinance T -4 -87, AN ORDINANCE
T -4 -87 AMENDING SECTION 10 -3 -1 OF CHAPTER 3, TITLE X, OF THE
TRAFFIC DES PLAINES CITY CODE, ADDING THERETO A NEW SUBSECTION
RESTRICTIONS, 10- 3 -1(N) PROHIBITING WEST BOUND TRAFFIC IN THE RIGHT
PRAIRIE AVE.: LANE OF PRAIRIE AVENUE TO MAKE A LEFT HAND TURN ONTO
LEE STREET.
ADVERTISING FOR City Clerk's office will be advertising for bids for
BIDS: 1987 Beautification Program, returnable by 3 P.M. on
Tuesday, May 12, 1987.
