The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
John E. Seitz at 8:04 P.M. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines, Civic Center
on Monday, March 16, 1987.
Roll Call indicated the following Aldermen present:
Muehlenbeck, Koplos, Volberding, Bonk, Martin, Wetter,
Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo,
Chiropolos, Addante, Hervas, Zanca
Also present were: City Treasurer Fredricks, City Comptroller Peters,
Commissioner of Public Works Matula, Fire Chief Clark, Deputy Police
Chief Kuta, City Engineer Shrake, Municipal Development Department Acting
Director McKoveck, Human Resources and Services Department Director
Donahue, Administrative Officer Wildenberg, and City Attorney Smith.
The opening prayer was given by Father Edward Buenger,
Chaplain at the Holy Family Health Center, followed by
the Pledge of Allegiance to the Flag.
Moved by Volberding, seconded by Bonk, to approve Minute
of the regular meeting of the City Council held March 2,
1987, as published. Motion declared carried.
Moved by Muehlenbeck, seconded by Schneck, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR

MATERIAL CALLS: recommendation of the Public Safety Committee that City
Code be amended to include provision for cost reimburse-
ment for call -back overtime pay and replenishing of
supplies and equipment used during hazardous material
responses, and City Attorney be authorized to draft
necessary ordinance (Ordinance M -9 -87 to come before the
Council later in the evening). Motion declared carried.
LIQUOR LICENSE Moved by Adams, seconded by Addante, to adopt the
865 S. ELMHURST: recommendation of the License & Judicial Committee to
grant request for Class A Liquor License for property
located at 865 S. Elmhurst Road, Lee's Mandarin House,
and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.
MANDATORY Moved by Adams, seconded by Sarlo, to adopt the recommen-
RETIREMENT AGE: dation of the License & Judicial Committee that City Code
be amended to delete mandatory retirement age as it per-
tain to Civil Service employees and City Attorney be
authorized to draft necessary ordinance to comply with
Federal legislation. Motion declared carried.
SIDEWALKS Moved by Adams, seconded by Wetter, to adopt the recom-
CONDITIONS: mendation of the License & Judicial Committee that
Ordinances M -10 -87 and M -11 -87 be adopted at appropriate
time this evening re notice to the City of unsafe side-
walk conditions by property owners, and City Engineer's
authority to request sidewalk repair by the property
owners. Motion declared carried.
SUPPLEMENTAL Moved by Chiropolos, seconded by Martin, to adopt the
RESOLUTION recommendation of the Engineering Committee that City
MASS. TRANSIT Clerk be authorized to execute Supplemental Resolution
ALLOCATION: in the amount of $13,129 MFT Fund, Section 87- 00093 -00 TD
for the City's participation in the North Suburban Mass
Transit District for fiscal year January 1, 1987 through
December 31, 1987. Upon roll call, the vote was:

recommendation of the Building Code Committee to grant
request for fence variation to allow a solid fence to be
installed at 1184 Walnut Avenue at Graceland Avenue,
which is a controlled intersection, and that all future
requests for variation pertaining to Title VI, Chapter 7,
Section 6- 7 -1(A) of the City Code be considered
individually. Motion declared carried.
Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the Municipal Development Committee to
concur with Des Plaines Zoning Board of Appeals re Case
87 -7 -RV to grant request for rezoning from R -2 to R -4
and variations from the required 2800 sq. ft. per unit
area to 2586 sq. ft. per unit and from 45' front yard to
44.33', and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
Alderman Kisslinger advised that Council that Zoning
Cases 86 -23 -R, vacant lots between 204 and 300 Rand Road,
and 87 -4 -R, 1700 Rand Road, have been withdrawn by
petitioners and are now considered closed.
