02/02/1987ROLL CALL: PRAYER AND PLEDGE: MINUTES: BILLS PAYABLE 156 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, FEBRUARY 2, 1987 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:09 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines, Civic Center on Monday, February 2, 1987 Roll Call indicated the following Aldermen present: Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca. Aldermen Martin and Hardiman were absent Also present were: City Treasurer Fredricks, City Comptroller Peters, Superintendent of Streets Kozlinka, Fire Chief Clark, Police Chief Kozenczak, City Engineer and Acting Municipal Development Department Director Shrake, Human Resources and Services Department Director Donahue, Administrative Officer Wildenberg, and City Attorney Smith. The opening prayer was given by Pastor Russell Berg, Des Plaines Bible Church, followed by the Pledge of Allegiance to the Flag. Moved by Volberding, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held January 19, 1987, as published. Correction: Page Three Paragraph Three, Line One, delete "seconded by Chiropolos" and add "seconded by Sarlo." Following correction, motion declared carried. Moved by Muehlenbeck, seconded by Schneck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $583,487.96. Upon roll call, the vote was AYES: 14- Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca NAYS: 0 -None ABSENT: 2- Martin, Hardiman Motion declared carried. PINSKE'S Moved by Kisslinger, seconded by Koplos, to adopt the RESUBDIVISION recommendation of the Municipal Development Committee 1000 -1014 to concur with Des Plaines Plan Commission to approve PRAIRIE AVE.: Pinske's Resubdivision, 1000 -1014 Prairie Avenue, and Mayor and City Clerk be authorized to execute plat of resubdivision. Motion declared carried. REDUCTION IN Moved by Kisslinger, seconded by Koplos, to adopt the RETENTION/ recommendation of the Municipal Development Committee TRANSIT to approve request from L. E. Zannini, contractor for CENTER: the Transit Center, for reduction in retention from 10% to 5% ($78,720 to $39,360), and Administration continue to insure proper distribution of funds to avoid any legal problems. Upon roll call, the vote was: AYES: 14- Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca NAYS: 0 -None ABSENT: 2- Martin, Hardiman Motion declared carried. ARCHITECTURAL SERVICES/ TRANSIT CENTER: ZONING CASE 86- 35 -SU -R, 20 N. MT. PROSPECT: HAZARDOUS MATERIALS: AUTHORIZATION TO BID /RADIO CONSOLE: ORDINANCE M -1 -8 LIQ. LIC., 1011 E. TOUHY: VOTE OF CONFIDENCE: PAGE TWO 2/2/87 157 Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to approve amendment to Architectural Consulting Services Agreement with A. M. Kinney Associates, Inc. for Transit Center, for 153 additional hours from September, 1986 to December, 1986, in the amount of $6,302.75; funds to come from contingency fund. Upon roll call, the vote was: AYES: 14- Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca NAYS: 0 -None ABSENT: 2- Martin, Hardiman Motion declared carried. Discussion was held on the motion deferred at the City Council meeting of January 19, 1987, to concur with Des Plaines Zoning Board of Appeals re Case 86- 35 -SU -R to deny request for Special Use to build a congregate living center, and rezoning from R -2 to C -2 at 20 N. Mt. Prospect Road (Ronald Handler), and City continue to seek sites for this type of facility. After further discussion, moved by Chiropolos, seconded by Zanca, to call for the question. Motion declared carried. Upon roll call on the original motion, the vote was: AYES: 11- Muehlenbeck, Koplos, Volberding, Bonk, Schneck Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante NAYS: 3- Wetter, Hervas, Zanca ABSENT: 2- Martin, Hardiman Motion declared carried. Moved by Zanca, seconded by Volberding, to adopt the recommendation of the Public Safety Committee that Fire Department be allowed to charge companies involved in hazardous material incidents for expenses incurred by Fire Department when responding to these calls, and City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Zanca, seconded by Volberding, to adopt the recommendation of the Public Safety Committee that City Clerk be authorized to advertise for bids for Radio Console Communication Center for Fire Department, returnable by 3 P.M. on Monday, March 2, 1987. Motion declared carried. Moved by Muehlenbeck, seconded by Volberding, to adopt Ordinance M -1 -87, AN ORDINANCE INCREASING CLASS A LIQUOR LICENSES BY ONE (1) THEREBY AMENDING SECTION 5 -34 -16 OF THE DES PLAINES CITY CODE (A & L CHALET RESTAURANT AND LOUNGE). Upon roll call, the vote was: AYES: 13- Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Chiropolos, Addante, Zanca NAYS: 1- Hervas ABSENT: 2- Martin, Hardiman Motion declared carried. Moved by Sarlo, seconded by Koplos, that the Council give Bruce Shrake a vote of confidence. Letter from Des Plaines Zoning Board of Appeals re Case 87 -4 -R, 1700 Rand Road, Northeast Corner Rand & Elk (Kasim Pirlant) was referred to the Municipal Develop- ment committee. APPOINTMENTS/ Moved by Koplos, seconded by Bonk, to concur with Mayor REAPPOINTMENTS: Seitz's appointment to the Economic Development Commission of Ron Karr, term to expire December 6, 1988, and Ted Sherwood, term to expire December 6, 1990. Motion declared carried. Moved by Bonk, seconded by Chiropolos, to concur with Mayor Seitz's reappointment of Marge LaVine as Nortran Board Trustee, term to expire February 23, 1991. Motion declared carried. COUNCIL Moved by Volberding, seconded by Koplos, to hold the MEETING ON next regularly scheduled Council meeting on Monday, LEGAL HOLIDAY: February 16, 1987, even though it is one of the City's legal holidays. Upon roll call, the vote was: AYES: 11- Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Gebert, Sarlo, Zanca NAYS: 3- Chiropolos, Addante, Hervas ABSENT: 2- Martin, Hardiman Motion declared carried.
