MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 17, 1986 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor , John E. Seitz at 8:07 PM in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines, Civic Center on Monday, November 17, 1986. ROLL CALL: Roll Call indicated the following Aldermen present: Muehlenbeck, Koplos, Volberding, Bonk, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Addante, Hervas, Zanca. Aldermen Martin and Chiropolos were absent. Also present were: City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Kozenczak, City Engineer and Acting Municipal Development Department Director Shrake, Human Resources and Services Department Director Donahue, Administrative Officer Wildenberg, and City Attorney Smith. PRAYER AND PLEDGE: MINUTES: The opening prayer was given by Pastor Robert VanderRoost, First Christian Reformed Church, followed by the Pledge of Allegiance to the Flag. PUBLIC A public hearing was held for the purpose of designa- HEARING: ting an expansion of a redevelopment project area, approving a redevelopment plan and redevelopment pro- ject, under the Tax Increment Allocation Redevelopment Act. (see attached) Moved by Volberding, seconded by Bonk, to approve Minutes of the regular meeting of the City Council held November 3, 1986, as published. Motion declared carried. RECESS: Mayor Seitz called for a recess at 9:17 P.M. Meeting reconvened at 9:25 P.M. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Schneck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $701,856.10. FLOOD PLAIN AREA: 1300 JEFFERSON: ZONING CASE 86 -36 -R, ESSER COURT: PAGE TWO 131. 11/17/86 PARKING Moved by Sarlo, seconded by Kisslinger, to adopt the RESTRICTIONS, recommendation of the Engineering Committee that FRIENDSHIP "Residential Parking Only" signs be installed on both PARK AREA: sides of Marshall Drive from Courtesy Lane north and on both sides of Cordial Drive from Marshall Drive to 600 feet west, and City Attorney be authorized to draft necessary ordinance. Motion declared carried. GARBAGE Motion deferred at the City Council meeting held on COLLECTION Monday, November 3, 1986, to grant request from Laidlaw RATE INCREASE: Waste Systems, 3831 Berdnick, Rolling Meadows, IL 60008 to increase their rate for garbage collection by 18 per month per household effective March 1, 1987, and (Deferred Laidlaw Waste Systems promises that in the event the Item) new State surcharge law is repealed, the monthly rate will be reduced by the same amount of the requested surcharge increase and they further promise that if they are ever successful in obtaining a landfill, or developing some method to alter their current landfill use, resulting in a reduction in dump costs, they will reduce the surcharge increase in an equal proportion to the savings incurred, and City Attorney be author- ized to draft necessary ordinance, was withdrawn. Moved by Bonk, seconded by Koplos, to adopt the recommendation of the Public Works Committee to deny request from Laidlaw Waste Systems to increase their rate for garbage collection by 18 per month per house- hold effective March 1, 1987. Motion declared carried. SALE OF Moved by Bonk, seconded by Kisslinger, to adopt the 250 W. recommendation of the Public Works Committee to accept THACKER ST.: single bid received from Richard Feicht, 261 W. Ambleside, and Werner Buch, 775 Shawn Lane, to purchase City property located at 250 W. Thacker Street for $17,501, contingent upon property being subdivided prior to closing. Moved by Adams, seconded by Gebert, to adopt the recommendation of the License & Judicial Committee that no amendment be made to the real estate transfer tax ordinance to include notification regarding flood plain areas. Motion declared carried. Alderman Adams advised that the request for 10 to 30 leased parking spaces for 1300 Jefferson Building has been withdrawn. PIENTKA PLAT Moved by Kisslinger, seconded by Zanca, to adopt the OF DEDICATION: recommendation of the Municipal Development Committee to approve dedication of a portion of Webster Lane, 50' south of Jarvis on the east side, and Mayor and City Clerk be authorized to execute Pientka Plat of Dedication. Motion declared carried. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Plan Commission and Zoning Board of Appeals re Case 86 -36 -R to grant request for rezoning from C -3 to C -2, accept dedication of westerly portion (125') and vacation of north and south portions of the cul -de -sac along Esser Court to the City, and City Attorney be authorized to prepared necessary documents and Mayor and City Clerk execute required plats. Petition received in the City Clerk's office re changing one side of street parking from west side to east side on Seymour Avenue was referred to Engineering Committee. ZONING CASE Letter from Des Plaines Zoning Board of Appeals re 86- 35 -SU -R, Case 86- 35 -SU -R (amended), 20 N. Mt. Prospect Road (AMENDED) (Ronald Handler etal) was referred to the Municipal 20 N.
