MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, AUGUST 4, 1986 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:15 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, August 4, 1986. Roll Call indicated the following Aldermen present: Muehlenbeck, Koplos, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Zanca. Aldermen Addante and Hervas were absent. Also present were: City Treasurer Fredricks, City Comptroller Blietz, Commissioner of Public Works Matula, Fire Chief Clark, Deputy Police Chief Kuta, City Engineer and Acting Municipal Development Department Director Shrake, Human Resources and Services Department Acting Director Donahue, and City Attorney Smith. The opening prayer was given by Mayor Seitz, followed by the Pledge of Allegiance to the Flag. PUBLIC A public hearing was held re the $1,500,000 Industrial HEARING: Development Revenue Bond application from Chicago Aerial Survey, Inc., 2140 Wolf Road (see attached). Moved by Bonk, seconded by Chiropolos, to approve Minute: of the regular_meeting of July 21, 1986, as published. Correction: Page Three, Paragraph One, Line Four, delete "allowed" and insert "restricted." Following correction, motion declared carried. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Schneck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME (Warrant #47486, Trkla, Pettigrew, & Allen, in the amount of $1,372.50 was removed from the Register of Bills): Total: 776,837.03. WOLF: to concur with Des Plan Commission to approve Tozzi's Resubdivision, 1530 S. Wolf Road, and authorize Mayor and City Clerk to execute plat of subdivision; and grant request for variations on lot depth of 117.30 westerly and 120.13 easterly of Lot One, and 120.13 westerly of Lot Two. ZONING CASE Moved by Kisslinger, seconded by Koplos, to adopt the 86 -1 -R recommendation of the Municipal Development Committee (AMENDED), to concur with Des Plaines Zoning Board of Appeals re 1244 -56 RAND: Case 86 -1 -R (Amended) to grant request to rezone Lot One from M -2 to C -2, and Lots Two and Three from M -2 to M -1 on property located at 1244 -56 Rand Road, and City Attorney be authorized to draft necessary ordinance. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Zoning Board of Appeals re Case 86 -18 -V to grant requested lot width, side yard and rear yard variations subject to the following mutually agreed to conditions: 1. Each lot shall have its own separate hard surface drive, and separate water and sewer services. 2. Comply with all building /zoning requirements. 3. Should home on Lot One require major improvements (50 %) due to damage or other reasons, the home shall be completely replaced and comply with all governing regulations. 4. Variations to run with the life of existing homes with no major exterior modifications other than normal maintenance (both lots). And City Attorney be authorized to draft necessary ordinance. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to grant request to allow 40,000 gallons of storage under- ground from required 30,000 gallons capacity providing all regulations are met at Mobile gasoline stations at River Road & Oakton Street and Elmhurst Road & Oakton Street, and City Code be amended to allow similar variation subject to approval by Fire Department, and City Attorney be authorized to draft necessary ordinance. Moved by Chiropolos, seconded by Martin, to adopt the recommendation of the Engineering Committee that "No Parking Anytime" signs be installed on La.ur.el Avenue from Prairie Avenue to Webford Avenue, and City Attorney be authorized to draft necessary ordinance. Moved by Martin, seconded by Chiropolos, to adopt the recommendation of the Engineering Committee to accept unit prices specified in Larry Kazuba's memo to Bruce Shrake, dated July 31, 1986, for telecommunication and electrical connection for Supervisory Control System at a not -to- exceed cost of $5,500, and usual bid procedures be waived.
