07/21/1986CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:09 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, July 21, 1986. ROLL CALL: Also present were: City Treasurer Fredricks, City Comptroller Blietz, Superintendent of Water & Sewer Tiernan, Deputy Fire Chief Albrecht, Police Chief Kozenczak, City Engineer and Acting Municipal Development Department Director Shrake, Human Resources and Services Department Acting Director Donahue, and City Attorney Smith. PRAYER AND PLEDGE: PRESENTATION: President of the Des Plaines Sister Cities Association, Martha Atherton, presented to Mayor Seitz and the citizens of Des Plaines the Reader's Digest Foundation Award which was given to Des Plaines at the 30th Anniversary Sister Cities International Conference in Los Angeles on July 19, 1986, for having the Best Overall Program in the population category of 50,000 to 100,000. This award is given annually to those U.S. cities and their sister city(ies) in other nations that have demonstrated continuing activity, citizen involve- ment at all levels and imagination in a wide range of projects and activities. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee that City submit Miner Street Streetscape plans to IDOT for review and upon approval go out for bids, allowing two weeks to bid project. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to concur with Des Plaines Plan Commission and Zoning Board of Appeals re Case 86- 21 -SU -V to grant request for Special Use to allow demolition of existing pump islands and canopy and construct four new pump islands and canopy; and Variation from required 150' frontage to 103.5' on the Algonquin Road side in C -2 District; and petitioner agrees to replace damaged sidewalk along Algonquin Road as designated by the City, and City Attorney be authorized to draft necessary ordinance. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of the Municipal Development Committee to concur with the Des Plaines Plan Commission and Zoning Board of Appeals re Case 86- 14 -SU -V, to grant request for Special Use to allow erection and installa- tion of a canopy, move pump islands and install new building fascia and install one additional 10,000 gal. underground gasoline tank; and Variation from required 150' frontage to 125' on Sycamore Avenue and from required 150' to 133.70' on Oakton Street, and City Attorney be authorized to draft necessary ordinance. Smith Subdivision, 2700 Mt. Prospect Road, and authorize Mayor and City Clerk to execute plat of subdivision. Motion declared carried. Moved by Chiropolos, seconded by Martin, to adopt the recommendation of the Engineering Committee that "No Parking Anytime" signs be installed on the south side of Webford Avenue between Laurel and Graceland Avenues, and City Attorney be authorized to draft necessary ordinance. Moved by Chiropolos, seconded by Martin, to adopt the recommendation of the Engineering Committee that the City Attorney be authorized to take whatever legal action necessary to collect $1,449 from residents who had agreed to participate in the 1985/1986 50/50 Sidewalk Repair Program. Moved by Chiropolos, seconded by Martin, to adopt the recomendation of the Engineering Committee that petition from residents in the area of River Road and River Street requesting that traffic signals be installed at that intersection be submitted to IDOT for their review and approval. TRAFFIC At the request of Alderman Bonk, Mayor Seitz referred SIGNAL, the matter of a traffic signal at the corner of Ash and OAKTON & ASH: Oakton Streets to the Engineering Committee.
