DES PLAINES, ILLINOIS, HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER
ON MONDAY, May 19, 1986.
CALL TO ORDER: The regular meeting of the City Council of the
City of Des Plaines was called to order by Mayor John E. Seitz,
at 8:04 P.M. in the Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Monday, May 19, 1986.
Roll Call indicated the following Aldermen
present: Muehlenbeck, Koplos, Volberding, Bonk,
Martin, Wetter, Schneck, Kisslinger, Adams,
Hardiman, Gebert, Sarlo, Chiropolos, Addante,
Hervas, Zanca.
Also present were: City Treasurer Fredricks, City Comptroller Blietz,
Commissioner of Public Works Matula, Fire Chief Clark, Police Chief
Kozenczak, City Engineer and Acting Municipal Development Director
Shrake, Human Resources and Services Department Acting Director, Donahue
Deputy Fire Chief Albrecht, Chief Fire Inspector Hausler,
and City Attorney Smith.
The opening prayer was given by Rev. R. K. Wobbe,
Pastor of Christ United Church of Christ, followed
by the Pledge of Allegiance to the Flag.
Moved by Bonk, seconded by Volberding, to approve
the Minutes of the regular meeting of the City
Council held May 5, 1986, as published.
Motion declared carried.
Moved by Muehlenbeck, seconded by Schneck, to adopt
the following resolution: BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE
MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME. Total: $772,149.47.

AND SEEGERS RD. the recommendation of the Finance Committee,
LIFT STATION: to ratify purchase order #42397 to Berryman
Equipment Company, 720 N. Eastland Street,
Elmhurst, Illinois 60126, their invoice #3484, in the
amount of $3563.10 for a new motor and seal for
Lift Station at Columbia Avenue and Seegers Road.

9430 -A Calumet Avenue, Munster, Indiana 46321,
in the amount of $21,175.50.

CONTAINED 60- Minute, 4500 PSI Service Self- Contained
BREATHING Breathing Apparatus, to Safety First Supply Company,
APPARATUS: 9430 -A Calumet Avenue, Munster, Indiana 46321, in
the amount of $50,357.76 and approval to offer for
sale the Fire Department's present breathing
apparatus for thirty -two (32) Scott Air Paks, in
the amount of $300. each.

Physical Fitness Progam, waiving usual bid
procedures.

BUREAU EMPLOYEE: the recommendation of the Public Safety Committee,
to authorize the hiring of one additional employee
in the Des Plaines Fire Prevention Bureau, to
comply with State of Illinois Public Act PA 83 -240,
the "Illinois Right to Know" Law and Public Act
PA 84 -852, the "Illinois Chemical Safety Act" for
an approximate yearly salary of $33,000.

abstained from voting as he is petitioner of property.

TEXT Moved by Kisslinger, seconded by Zanca, to adopt
AMENDMENT the recommendation of the Municipal Development
RE CHURCHES, Committee, to concur with the Des Plaines Zoning
SCHOOLS, ETC. Board of Appeals, to. approve the Text Amendment
ZONING CASE to the Des Plaines Zoning Ordinance, that creation
86 -9 -A: of new churches or major revisions to parking lots,
require a special use by the City and to authorize
the City Attorney to draft the necessary text
amendment to the Des Plaines Zoning Ordinance.
Alderman Koplos gave a minority report stating that
churches should not be required to have special
uses and to come before the City for public hearings.
Moved by Koplos, seconded by Sarlo, to substitute
the minority report for the majority report, that
requirement for special use by the City be Denied.
Moved by Volberding, seconded by Wetter, that
this matter be Deferred to allow time for
residents and ministers to present their opinions.
CLEAN COMMUNITY/ Moved by Wetter, seconded by Sarlo, to adopt the
BEAUTIFICATION recommendation of the Community.Services Committee,
COMMISSION: that Resolution R -18 -86 be adopted at appropriate
time this meeting, and that a copy of resolution
be forwarded to the Office of Economic Development
Programs in Springfield, Illinois by May 22, 1986 in
order to complete the application for matching
Grant in the amount of $25,000. submitted by the
Clean Community /Beautification Commission.

BREAKER: recommendation of the Public Works Committee,
to accept proposal from Casey Equipment Company,
2700 S. Mt. Prospect Road, Des Plaines, Illinois 60018
for one new Tramac Model BRH -125 Concrete Breaker;
waiving the usual bid procedures.
