05/05/1986CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:14 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, May 5, 1986. ROLL CALL: PRAYER AND PLEDGE: MINUTES: 54. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MAY 5, 1986 Roll Call indicated the following Aldermen present: Muehlenbeck, Koplos, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Sarlo, Chiropolos, Addante, Hervas, Zanca. Alderman Gebert was absent. Also present were: City Treasurer Fredricks, City Comptroller Blietz, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Kozenczak, Civil Engineer Kaszuba, Plumbing Inspector McKoveck, Human Resources and Services Department Acting Director Donahue, and City Attorney Smith. The opening prayer was given by Father Leonard Mazydlo, St. Stephen's Church, followed by the Pledge of Allegiance to the Flag. PRESENTATIONS: Mayor Seitz welcomed the 22- member women's soccer team from St.Georgen, Germany, and presented a gift to the president of the St.Georgen Soccer Club to take back to their mayor. Mr. Dieter Scholtz expressed the team's appreciation and, in turn, presented a gift to Mayor Seitz. President of the Sister Cities Association of Des Plaines, Martha Atherton, gave a brief presentation of the organization's recent activities. Dr. Thomas TenHove President of Oakton Community College, reviewed the activities planned for the students coming from Cremona, Italy, in August and encouraged the aldermen's involve- ment. Moved by Bonk, seconded by Sarlo, to approve Minutes of the regular meeting of the City Council held April 21, 1986, as published. Correction: Page Seven, Paragraph Four, Line Ten, should read "James R. Williams, term to expire April 18, 1990." And add a line to read "Board of Fire & Police Commissioners" and a line to read "William J. Connolly, Jr., term to expire April 30, 1989. Following correction, motion declared carried. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Schneck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $487,517.99. Moved by Chiropolos, seconded by Martin, to adopt the recommendation of the Engineering Committee to authorize Mayor and City Clerk to execute resolution for the annual Des Plaines Chamber of Commerce and Industry Independence Day Parade on July 4, 1986 from 10 A.M. to 1 P.M., auth- orizing the closing of Lee /Mannheim Road between Forest Avenue and Prairie Avenue and to forward resolution to IDOT for approval, and the Chamber to provide insurance to hold the City of Des Plaines harmless for accidents and /or injury as result of parade. Moved by Chiropolos, seconded by Martin, to adopt the recommendation of the Engineering Committee that City Clerk be authorized to sign Supplemental Resolution in the amount of $217,700, MFT Funds, for repairs and maintenance of City streets and highways (1986). PLAN REVIEW SERVICES: PAGE THREE Moved by Volberding, seconded by Bonk, to adopt the recommendation of the Building Code Committee to accept proposal from Alexander & Associates, 950 Skokie Boule- vard, Northbrook, IL 60062, to provide initial archi- tectural and structural plan reviews on site for approxi- mately 2 1/2 months (until Building Inspector returns to work or is replaced) at a fee range of between $25 and $55 per hour, with no travel time authorized.
