The opening prayer was given by Mayor Seitz, followed by

basis; lot to be filled in with gravel or stones and
chain fence to be placed at driveways and along Pratt

PARADE: recommendation of the Engineering Committee to grant
request from Des Plaines American Legion No. 36 to hold
their annual parade on Monday, May 26, 1986 from
10:30 A.M. to 11:00 A.M., beginning at Maine West High
School parking lot and ending at Lake Opeka Pavilion;
American Legion to provide insurance to hold the City
harmless for accidents and /or injury as result of the
parade and coordinate details with City administration.

recommendation of the Engineering Committee that the
Mayor and City Clerk be authorized to execute a
resolution for Holy Family Hospital Foot Race on
Sunday, May 4, 1986 from 8:30 A.M. to 11:00 A.M.,
authorizing the closure of River Road from Central Road
to Golf Road; Golf Road between River Road and Oakton
Community College; and Central Road from Oakton
Community College to River Road and forward resolution

recommendation of the Engineering Committee that City
be authorized to advertise for bids for reconstruction
of Cumberland Station Commuter Parking Lot, returnable
to the City Clerk's office by 3:00 P.M., Monday,
April 14, 1986, contingent upon approval of plans by
METRA; and City Attorney to negotiate lease agreement
with Chicago Northwestern Railroad. Motion declared

be authorized to advertise for bids for Crack Sealant
Materials, returnable to the City Clerk's office by

recommendation of the Engineering Committee to grant
request from Des Plaines Art Guild to hold their 33rd
Annual Art Fair on Saturday and Sunday, June 21 and
22, 1986 from 10:00 A.M. to 5:00 P.M. on the sidewalk
of Miner Street between the Civic Center and Pearson

recommendation of the Engineering Committee that City
be authorized to advertise for bids for West Trans-
mission Main and North Avenue Water Main, returnable to
the City Clerk's office by 3:30 P.M. on Monday, April

Attorney be authorized to prepare and file the

voted no.
At the request of Alderman Volberding, Mayor Seitz
referred the request for driveway variation at 2971 S.
Scott Street from the Building Code Committee to the
Des Plaines Zoning Board of Appeals.
FOREST Moved by Schneck, seconded by Zanca, to reconsider
HOSPITAL motion lost at the City Council meeting of Monday,
(Reconsider) March 3, 1986 to waive one year waiting period to allow
Forest Hospital, 555 Wilson Lane, to again petition
the Des Plaines Zoning Board of Appeals to grant request
for Special Use to construct two additional floors
(5 and 6) at a height not to exceed 72' in C -2
Commercial District.
Alderman Koplos called a point of order stating that
zoning matters cannot be reconsidered. The Chair then
ruled the motion out of order.

1. Administrative Services Officer be an acting
position appointed by the Mayor for a one year
term which expires on December 31, 1986.
2. Administrative Services Officer salary appropriation

3. The evaluation committee evaluate the position of
Administrative Services Officer and the results of
the evaluation be submitted to the Finance
Committee by May 1, 1986.
4. Finance Committee to review evaluation and make
their recommendation to the City Council on Monday,
May 5, 1986.
5. The Director of Administrative Services position
not be reevaluated to incorporate the supervision
of the Administrative Services Officer.
