02/03/1986CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor John E. Seitz at 8:09 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, February 3, 1986. ROLL CALL: Also present were: City Treasurer Fredricks, City Comptroller Blietz, Commissioner of Public Works Matula, Police Chief Kozenczak, Fire Chief Clark, Human Resources and Services Department Acting Director Donahue, Municipal Department Acting Director Shrake, and City Attorney Smith. PRAYER AND PLEDGE: PRESENTATION Mayor Seitz presented Richard F. Ward, former Alderman TO RICHARD F. of the Eighth Ward, with a plaque in appreciation for his WARD: 13 years of service to the City as Alderman from 1973 to 1985. MINUTES: 13. MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, FEBRUARY 3, 1986 Roll Call indicated the following Aldermen present: Muehlenbeck, Koplos, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca. The opening prayer was given by Mayor Seitz followed by the Pledge of Allegiance to the Flag. Moved by Sarlo, seconded by Wetter, to approve Minutes of the regular meeting of the City Council held January 20, 1986, as published. Correction: Page Four, Paragraph Three, Line Seventeen, should read "Motion declared lost" because this motion required a vote of 2/3 since the Zoning Board of Appeals had a tie vote on this matter. Following correction motion declared carried. BILLS PAYABLE: Moved by Muehlenbeck, seconded by Schneck, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $880,158.35. Upon roll call, the vote was: AYES: 16- Muehlenbeck, Koplos, Volberding, Bonk, Martin, Wetter, Schneck, Kisslinger, Adams, Hardiman, Gebert, Sarlo, Chiropolos, Addante, Hervas, Zanca NAYS: 0 -None ABSENT: 0 -None Motion declared carried. FENCE Alderman Volberding advised the Council that the motion VARIATION, to grant request to allow improperly installed fence to 661 WAIKIKI: remain at 661 Waikiki Drive is being withdrawn because (Deferred contracter has agreed to install a double -faced fence. Item) ACQUISITION Moved by Wetter, seconded by Sarlo, to adopt the OF WEST recommendation of the Community Services Committee to SCHOOL: accept offer from School District #62 to sell the propertl at Thacker Street and Second Avenue for $1, to be used as a Community Center, and City Attorney be authorized to negotiate transfer of Title to the City. Alderman Bonk read a memo from Commissioner of Public Work Matula stating that the maintenance figures he provided to the Committee were only estimates and that he recommends that a certified structural engineer be hired (estimated cost $2,000) to thoroughly inspect the building and present the City with a detailed analysis for repairs and /or renovation and a cost report. Moved by Zanca, seconded by Bonk, to adopt the recom- mendation of the Public Works Committee to ratify pur- chase order #41116 to Cherry's Automotive, 133 Beeline Drive, Bensenville, 60106, in the amount of $5,665.39 for power steering system repair to Fire Department Engine #62.
