10/14/2014 SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, OCTOBER 14, 2014 CALL TO The Special Meeting of the City Council of the City of Des Plaines, Illinois, ORDER: was called to order by Mayor Bogusz at 6:30 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, October 14, 2014. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Rodd, Sayad, Walsten, Smith and Charewicz. Alderman Brookman arrived at 6:31 p.m. Also present were: City Manager Bartholomew and Assistant City Manager/Director of Finance Wisniewski. FINANCE COMMITTEE — Alderman Sayad, Chair 2015 Chairman Sayad stated that this is the second meeting regarding the 2015 BUDGET: Budget. The General Funds reviewed at this meeting include: Library, Overhead, TIF #1, TIF #2, TIF #3, TIF #4, TIF #5, TIF #6, TIF #7, Motor Fuel Tax Fund, CDBG Fund, Grant Funded Projects, Gaming Tax Fund, Emergency Telephone System Fund, Debt Service, Capital Projects, Equipment Replacement, IT Replacement, Water/Sewer Fund, City -Owned Parking, Metra -Leased Parking, Emergency Communications Center, Risk Management, and Health Benefits. The final meeting, if necessary, will take place October 29. Mr. Matt LaPierre, Union Representative for members of AFSCME, addressed the Committee of the Whole stating that the Union objects to the elimination of the Executive Secretary position in the Police Department as proposed in the 2015 Budget and moving the Bargaining Unit work to Non -Bargaining Unit members in that department. Mr. Paul Berner, Representative for the AFSCME members of City employees, addressed the Committee of the Whole stating their opposition to the elimination of the Executive Secretary position in the Police Department and moving the Bargaining Unit work to Non -Bargaining Unit members in that department. Library — Executive Director Holly Richards -Sorenson addressed the Committee of the Whole and answered questions from Mayor Bogusz. Mr. Dion Kendrick, 943 Webster Lane, current Trustee of the Library Board, addressed the Committee of the Whole giving his viewpoints regarding the 2015 Library Budget and the future of the Library in general. Mr. Eugene Fregetto, 800 Laurel Avenue, current Treasurer of the Libra Page 2 of 5 10/14/14 2015 Board, addressed the Committee of the Whole giving his viewpoints regarding BUDGET: the 2015 Library Budget. (Cont'd) Overhead — Executive Director Shari Caine addressed the Committee of the Whole reviewing the accomplishments and fundraising efforts of the History Center and answered questions from the Aldermen. The History Center was asked to provide: • a trend line of fundraising efforts over the past several years; • comparable information of other history centers (i.e., hours open, centers in the area, funding sources, etc.). Alderman Walsten requested that funds be given to the Izaak Walton League which defends the soil, woods, water and wild life of the City and provides programs and events to educate the public about conservation. City Manager Bartholomew answered questions regarding application for funding. Mr. Joe Hyland, President of the Des Plaines Chapter of the Izaak Walton League addressed the Committee of the Whole giving the history and purpose of the organization; the League has been in existence since 1926 and located on River Road since 1929; the organization provides programs and events which are open to the public; it has an all -volunteer staff. Mr. Hyland answered questions from the Aldermen and was asked to submit a formal request with details to the City Manager. TIF #1 — City Manager Bartholomew gave an explanation of a Tax Increment Finance (TIF) District and its function. Alderman Brookman referred to Page 435 regarding the Request for the Civic Center Parking Garage Design which was Not Approved by the City Manager. Alderman Brookman stated that he will vote No on this request if comes up for a vote in the future. TIF #3 — Director Wisniewski answered questions from Mayor Bogusz. TIF #4 — There were no questions from the Aldermen or the public. TIF #5 — There were no questions from the Aldermen or the public. TIF #6 — There were no questions from the Aldennen or the public. TIF #7 - There were no questions from the Aldennen or the public. Motor Fuel Tax Fund — Director of Finance Wisniewski and Assistant Director of Public Works and Engineering Duddles answered questions from A Page 3 of 5 10/14/14 the Aldermen regarding sidewalk improvements. There were no questions from the public. 2015 CDBG Fund — There were no questions from the Aldermen or the public. BUDGET: (Cont'd) Grant Funded Proiects - Director of Finance Wisniewski answered questions from the Alderman Smith. There were no questions from the public. Gaming Tax Fund - There were no questions from the Aldermen or the public. Emergency Telephone System Fund — Director of Finance Wisniewski answered questions from the Alderman Haugeberg. There were no questions from the public. Debt Service - There were no questions from the Aldermen or the public. Capital Proiects — City Manager Bartholomew and Assistant Director of Public Works and Engineering Duddles answered questions from the Aldermen. On Page 553, the Request for the Oakton Street LED Street Lighting Pilot Project ($75K) - Director of Public Works and Engineering Oakley was asked to bring back for the meeting on October 29, 2014 the amount of savings LED will generate as well as the projected savings. Regarding the Local Option Gas Tax and Storm Sewer Fees - Director Oakley will bring back ideas as to what could be applied - the additional $0.02 and $0.33 in terms of projects — to reduce, keep or eliminate both revenues. Regarding Storm Sewer Fees and $0.33 in terms of projects, Director Oakley will provide information to reduce, keep or eliminate both revenues; how much consumption is residential vs. commercial vs. industrial. There were no questions from the public. Equipment Replacement — City Manager Bartholomew and Superintendent — Utility Services Watkins answered questions from Alderman Haugeberg. Regarding the Televising Truck (Page 613) vs. Log Loader (Page 595) — Director Oakley will prioritize between these 2 vehicles and answer questions: Are these critical for 2015 and can these vehicles last an additional year? Regarding the retrofit of fire vehicles to add in back-up sensors, Fire Chief Wax will provide the cost to retrofit our current fleet in the fire department. Staff was asked to bring back a Request for an Animal Control Vehicle. BUDGET: (Cont'd) Water/Sewer Fund — City Manager Bartholomew explained that the future remedy for the negative balance in the Water/Sewer Fund is a new water source which should be connected in 2016. There were no questions from the Aldermen and the public. City -Owned Parkins — Director Oakley will provide information regarding the $1.50 charge in our City Owned parking spaces; how could we go about changing this amount; provide an analysis of our current lots. There were no questions from the public. Metra -Leased Parkins — Director Oakley will provide information on how much we get from the $1.50 Metra parking charge; how we increase this amount; and a survey of surrounding communities to find out what they charge. There were no questions from the public. Emergency Communications Center - There Nvere no questions froth the Aldermen or the public. Risk Management — Page 793 — Human Resources Director Wing will provide additional information on the Safety Incentive Program. Health Benefits — City Manager Bartholomew answered questions from the Aldermen. There were no questions from the public. Additional Staff was asked to provide information regarding the following requests: Requests: • Bring back the Request on Page 391, Hazardous Materials Level A Chemical Suits and remove the Request for Training Table and Chairs; • Include in the Police and Fire Budget classes on Prevention. Police to bring back an amount for Police classes on preventing burglaries and Fire Department doing classes on making your home safer; Vehicle stickers - research eliminating vehicle stickers. Check with Schaumburg, Wheeling, Buffalo Grove, and Hoffinan Estates; conduct a survey as to how vehicle stickers have been eliminated; what is the cost versus the revenue; what agreements do we have; how much revenue do Page 5 of 5 10/14/14 2015 we have currently? BUDGET: (Cont'd) • Page 393 - Replacement of Truck Belts; and Page 395 — Technical Rescue Team Trench Rescue Equipment.
