CALL TO ORDER: The meeting was called to order by Mayor Behrel with
Alderman Rateike, Szabo, Prickett, Wright, Bolek, Shillington, Figard,
Czubakowski, Wagner, Swanson, French, Martin, and Bonaguidi responding
to roll call: The meeting opened with a'prayer read by Mayor Behrel
and the pledge of allegiance to the flag.
MINUTES:Onmotion by Alderman Wright" and 'seconded by; Figard, the
Council"approved the minutes of May 17, 1965.
OPEN BIDS: 'STORM SEWER: On motion by Alderman Figard and seconded by
Wright, the Clerk was instructed to open the above bids. The{following

REQUEST ORDINANCE TO RESTRICT HEDGES WITHIN 10 FEET OF 'PROPERTY LINE:
Building Commissioner, Regnell, requested an ordinance be drafted
in regards to restricting hedges to be placed within ten feet of the
property line. This request was referred to the Building and Control
Committee and the City Attorney.
CITY ATTORNEY TO DEFEND SERGEANT LANHAM: A motion was made by Alderman
Bonaguidi and seconded by French to have Attorney DiLeonardi defend
Sergeant Lanham on a false arrest charge. The Mayor put the question'and
the Clerk called the roll with the following results: Ayes: Rateike,
Szabo, Prickett, Wright, Bolek, Shillington, Figard, Czubakowski, Wagner,
Swanson, French, Martin, and Bonaguidi. Nayes: None. The Mayor
declared the motion carried.
Attorney DiLeonardi reported Kuntze made an offer of settlement of the
pending zoning case and ask Council permission to refer the matter to
Tec Search. A Motion was made by Alderman Shillington and seconded
by Swanson to refer this matter to Tec Search and Municipal Development
Committee. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Rateike, Szabo, Prickett, Wright,
Bolek, Figard, Czubakowski, Wagner, Swanson, French, Martin, Bonaguidi,
and Shillington. Nayst None. The Mayor declared the motion carried.
OFFICIAL REPORTS: The Clerk submitted the report of the Health Department
for May Mid the Annual Report of the Des Plaines Public Library.

and seconded by Swanson to have City Attorney DiLeonardi draft a suit
able Anti -Litter Ordinance . The Council approved by acclamation vote.
APPROVE ECKERT'S RESUBDIVISION (GRASZ SUBDIVISION): Alderman Martin
made t e o ow ng repor : "Your Committee on Municipal Development
has investigated the above and has found that the property consists of
one parcel 155 x 117 feet approximately 250 feet south of Algonquin
Road on the west side of Doreen Drive, Des Plaines, Illinois." The Re -
Subdivision consists of two lots 60 x 117 - 95 x 117 feet. We, your
Committee on Municipal Developmeht, therefore recommend that the City
Council concur with the Plan Commission recommendation of May 10, 1965,
and approve Eckert's Re -Subdivision and•that the Mayor and City Clerk '
are hereby authorized to sign said plat." On motion by Alderman Martin
and seconded by Pricket, the Council concurred in this report.
ANNEXATION - RAND AND RIVER ROAD: Alderman Martin made the following
report: 11Your Committee on Municipal Development has investigated the
above and has found the area at Rand and River Road has requested
annexation. We, your Committee on Municipal Development, "therefore
recommend annexation of the property' at the northeast corner of Rand
Road and River Road and recbmmend'the Council adopt Ordinance A-7-65.
A motion was made by Alderman Martin and seconded by Prickett to approve
above report. The Council approved by acclamation vote.
ADVERTISE FOR BIDS - AUTOMATIC FIRE ALARM•SYSTEM: On a motion by
Alderman Shill'ington and second by Figard, the Council approved adver-
tising for bids for an Automatic Fire Alarm -System in City Garage
properties - Fire Chief Kolze to draw negessary specifications.
Bids returnable July 6, 1965.
ALDERMAN WAGNER'S REQUEST FOR SIDEWALKS - SOUTH SIDE OF HOWARD ST. ON
LAKE PARK PROPERTY: Referred from Municipal Development Committee to
Streets and Traffic Committee.
PAINTING STOP LINES, CROSS WALKS, AND"CENTERLINE: Alderman French made
the following repoft: 'The following matter was referred to Streets
and Traffic Committee: Painting stop lines, cross walks, and centerline
on various streets throughout the city at an estimated 020,000 of Motor
Fuel -Tax Funds. Your committee on Streets & Finance has investigated
the above and has found: (1) A resolution' of the City Clouncil is
necessary to qualify for Motor Fuel Funds. (2) Durability of thermo-
plastid material should provide a three year period during which vehicles
and pedestrians would not be disturbed. (3) Labor of city crews would
be saved for other work. We, your committee on Streets and Traffic and
Finance therefore recommend required"state resolution be signed by
Mayor and City Clerk to certify that this expenditure is authorized
from 'Motor Fuel Tax Funds on the arterial and non -arterial streets
indicated." On motion by Alderman French and seconded by Alderman
Rateike the Council approved the street marking program.
SPEED LIMIT 25 M.P.H. = PRAIRIE AVENUE BETWEEN GRACELAID AND WOLF:
A motion was made by Alderman French and seconded by Shillington
"recommending an ordinance be -drawn authorizing Superintendent of Public
Works to post 25 m.p.h. signs on Prairie Avenue•between Graceland and
Wolf. --The Council approved by acclamation vote.
WESTGATE ROAD - MILLER TO THACKER: Alderman French made the following
report: "Your committee on Streets and Traffic has investigated the
above and has found: Traffic Committee, Police Department, and Fire
bepartment do not concur in the suggestion that street be made one-way.
Traffic Committee recommends that street be posted "No Through Traffic."
We, your Committee on Streets and Traffic therefore recommend no action
on this matter, except police surveillance and enforcement of school
speed law. On Motion by Alderman French and seconded by Rateike,
the Council concurred in this report. Referred back to Streets & Traffic
LIMIT PARKING WEST SIDE OF CENTER - ALLEY SOUTH TO OAKWOOD to. 15 MINUTES:
A motion was made by Alderman French and seconded by Prickett to have
the City Attorney draw up the necessary ordinance to limit parking
at the above location to fifteen minutes. The Council approved by
acclamation vote.

AWARD BID FOR WATERMAIN;EXTENSIONS, CONTRACT #4. - RAND ROAD: The motion
was made by Alderman Figard and seconded by Swanson to award the bid
for Watermain Extensions, Contract #Li.., to Ro.ssetti Contracting Company, 844,171.0(
and the checks or bonds of the unsuccessful bidders be returned. The Mayor
put the question and the Clerk called the roll with the following results:

AWARD BID FOR WATERMAIN`- LEE STREET AND TOUHY AVENUE: The motion was
made by Alderman Figard and seconded by Czubakowski to award the bid
for watermains on Lee Street and'Touhy Avenue to Rossetti Contracting
Company, low bidder of $18,995.00, and the chepks or bonds of un-
successful bidders be returned. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Rateike,
Szabo, Prickett, Wright, Bolek,'Shillington, Figard, Czubakowski,
Wagner, Swanson, French, Martin, and Bonaguidi. Nays: None. The
Mayor declared the motion carried.
SCHOOL DISTRICT #63 - REQUEST FOR PERMISSION TO CONNECT TO WATERMAIN:
Alderman Figard made the following report: "On May bth a request for
permission to connect to our Watermain located on the West side of
Potter Road, for a new school now in the planning stage at Potter
Road and Church Street in the unincorporated area was referred.to
the Water Committee. Your Committee on Water has investigated the
above and has found that the unincorporated area is serviced by the
Domestic Utilities Company who are franchised to service this area.
We, your Committee on'Water therefore recommend that the Mayor write
Mr. Wetendorf, Superintendent of Building and Grounds for District
#63, East Maine `Schools, and that he contact Nor. Yachtman df the
Domestic Utilities Company regarding their Water Supply." On motion
by Alderman Figard and seconded by Prickett, the Council approved the
report.
SIGN PERMIT APPROVED: MARATHON OIL COMPANY: A motion was made by
Alderman Szabo and seconded by Prickett authorizing the Building
Commissioner to issue the necessary permit to Marathon Oil Company,
Oakton & Mt. Prospect Road for an illuminated ,plexiglass type sign.
The Council approved this motion by accladation vote.
SIGN PERMIT DENIED - DE VILLE MOTEL: A motion was made by Alderman
ISzabo and seconded by Prickett to deny a permit for a sign at the
DeVille Motel, 2661 Mannheim Road, Des Plaines. The Council approved
this motion by acclamation vote. ,
SIGN PERMIT APPROVED: NATIONAL TEA COMPANY, MARKET PLACE SHOPPING CENTER:
A motion was made by Alderman Szabo and seconded by Prickett authorizing'
the Building Commissioner to issue the necessary permit to National Tea
Company, Market Place Shopping Center, for a sign. -The Council approved
this motion by acclamation vote.
SIGN PERMIT DENIED:: - FRANKIES DRIVE-IN, 1603 OAKTON STREET: A motion
was made by Alderman Szabo and seconded by Prickett to deny the sign
permit request of Frankies Drive -In, 1603 Oakton Street. The Council
approved this motion by acclamation vote. It was suggested that Building
Commissioner, Regnell contact the owner concerning, suggestions for
modification of the sign. After modification, permit may be issued.
PROGRESS REPDRT: CITY CODE COMMITTEE: Outlined procedures for a drain tile
ordinance. Suggested the Mayor take the necessary action to appoint a
Board of Local Improvements.

by Figard authorizing the City Attorney to appear at the public
hearing, June 21, 1965, to file protest in behalf of the City of
Des Plaines. The Council approved by acclamation vote.,
RAND MANOR MOTEL REQUEST FOR WATER: A motion was made by Alderman Martin
and seconded by Rateike to sell .water to Mr. Elmer W. Jhnson,.owner
of Rand Manor Motel, and authorized the city engineer and Mayor to
work out suitable arrangements for the cost of water mains. The Council
approved by acclamation vote.
THOMAS INDUSTRIES PETITION FOR,ANNEXATION: Referred to Municipal

ADOPT RESOLUTION - EXTENSION OF WATER MAIN ON TO BRIDGE CARRYING RAND

ADOPT RESOLUTION - BRIDGE OVER HIGGINS CREEK: A motion was made by
Alderman Figard and' seconded by Czubakowski to adopt a resolution
authorizing the Mayor and City Clerk to sign a permit application to
the Division of Water Ways f.or a bridge over Higgins Cr ek. The Council
approved this motion by acclamation vote. .

APPROVE EXPENDITURE OF FUNDS FOR REAL ESTATE APPRAISER - ELLINWOOD PLAN:

approve the expenditure of funds for a real estate appraiser to appraise
the Chicago and Northwestern Railroad Property in the Ellinwood Plan.

LETTER OF RESIGNATION - RAYMOND A. KOLZE: A motion was made by Alderman
Rateike and seconded by. Figard to reluctantly accept Raymond A. Kolze;s
letter of repignation to be relieved of his duties as Fire Chief and- °
Director of Civil Defense for the. City of Des Plaines, as. of July 31, 1965.
The motion also authorized the Mayor to send a note of the Council's
gratitude for years of wonderful service. Council approved the motion
by acclamation vote.
